Who is requesting

Requests are voters with an approved mail-ballot application whose ballot has not been cancelled, from the Pennsylvania Department of State's Statewide Mail-Ballot File (the same feed and the same counting rule as the main tracker). The file gives each applicant's precinct, registered party and birth month and year.

Registered voters are active registrations in the Pennsylvania Full Voter Export for Montgomery County (vintage ), by precinct, party and date of birth. Inactive voters are not counted in either the numerator or the denominator.

Age is whole years at Election Day (November 3, 2026), computed from birth month and year on both sides so the two sources age the same way. Bands: 18-34, 35-49, 50-64, 65 and over. A request rate is requesters divided by active registered voters in the same scope, party and age group; because the two files are cut on different days and the state file keeps a few requesters who have since left the rolls, a rate can in principle exceed 100% in a very small cell.

Gender is the voter file's gender field (F or M), attached to each requester by SURE voter id, since the state mail-ballot file carries no gender. About 18% of active registrations in the county have no gender on file (unknown or blank); those voters, and the requesters who do not match the current voter file, are left out of the women/men views only. The "All" view counts everyone. The 2022/2024 age-mix comparison is not available by gender. The women-vs-men card's 2022 and 2024 marks are voters still on the rolls today who cast a mail ballot (MB or AB) in that general, divided by today's active registrations of the same party and gender, so they are a rate among current registrants and run a little below the official figures (voters who have since left the rolls are not in them); they are there for the size of the gender gap in past cycles, not as a turnout benchmark.

Party is registered party. "Unaffiliated" is every registration that is not Democratic, Republican or a minor party (no affiliation, no party, independent, other). Minor parties are in totals only.

Small cells. Any request count under is shown as "<" and no rate is computed for it, so the page never describes a handful of identifiable people. The under-50 and 50-plus columns are computed from the full counts before that rule is applied, so a precinct can show an under-50 figure while one of its two younger bands is hidden.

Same point in 2022 and 2024. The age mix of requests in earlier cycles comes from the state's public per-application files (data.pa.gov), which carry birth month and year but no precinct, so that comparison is available for the county and for congressional, state senate and state house districts only. Requests are counted by application date on or before the same number of days before that year's Election Day, declined applications excluded. Registration by age for those years is not available, so only the mix of requests, not a rate, is compared.

Since June. Registration at each date is the active count in that vintage of the voter file (June 8, August 10 and September 7, 2026). Requests at each date are the requesters in today's state file whose first application date is on or before that date, so a request that was later cancelled is not counted at any date. The last row uses the current voter file and the current state file.

Scopes. Precincts are assigned to the congressional, state senate and state house district holding the majority of their voters, as on the main tracker. Area 4 is the eight municipalities of the Area 4 Democratic Committee.

All figures are aggregates by age group, party and geography. No individual voter data is published.
